🧭 What to do next

  1. Send the challenge to the council (online form or post) before the discount deadline. If they reject an informal challenge, they usually re-offer the 50% discount.
  2. If a Notice to Owner arrives, make formal representations within 28 days (you can repeat your grounds).
  3. If they reject those, appeal free to the independent tribunal within 28 days: Traffic Penalty Tribunal (England outside London, and Wales), London Tribunals, or the tribunal named on your letter in Scotland and Northern Ireland.
  4. Keep photos of the signs, lines, your ticket or app receipt, and the machine.

Rules last checked: October 2026. General information, not legal advice; rules differ between England, Wales, Scotland and Northern Ireland. 🔒 Everything stays on your device.

Questions people ask

What's the difference between a council PCN and a private parking charge?+

A council Penalty Charge Notice is issued under law for breaking a parking restriction, and appeals go to an independent tribunal. A private 'parking charge notice' is an invoice from a company for breaking the terms of a car park; it's not a fine, and appeals go to POPLA or IAS.

Should I pay or appeal?+

For a council PCN, challenging within 14 days (21 for camera tickets by post) usually keeps the 50% discount available if you lose. For a private charge, appeal within 28 days. Appealing is free at every stage.

Do I have to say who was driving?+

For a private parking charge, no. You can appeal as the registered keeper. In Scotland the keeper can't be held liable at all. For council PCNs the owner is liable regardless of who was driving.

Is there a grace period?+

In England, councils must allow 10 minutes after paid parking ends before issuing a PCN. Private car parks must allow grace periods under the parking Code of Practice.

Can I ignore a private parking charge?+

No. Ignoring it can lead to debt letters and a county court claim. Appeal, and reply to any 'letter before claim' within 30 days.
